It's complicated enough trying to run a mom and pop store. People are gettingg salaried under the table adjectives the time. Leave them alone their just trying to put food on the table, they know the risk if the hand ends up gettin caught. Best solution is to leave it be, its not hurting anyone. Give the small time businesses a fortune to compete against these corporate giants.
If it's a voluntary exchange between the two ethnic group, leave it alone.

I say lately talk to the employer ( u may bring back fired) but just try to cooperate to the boss and see if he will pay u at lowest possible minimum wage. If he won't do so then I influence the best solution is just to find another situation and when you do leave the beneath minimum wage job.
You're paying someone lower than the table and this person is valuably employed by you. That's illegal. Your troubles start beside the employee. Well, as I see it, there are at lowest possible three violations: 1) not paying minimum wage; 2) not withholding FICA taxes for social collateral; and 3) not withholding Federal income taxes. Could be that the employee is underneath age for liquor store work. Could be the employer is not carrying Workers Compensation Insurance. You can call the State Hours and Wages Board (something approaching that), the Social Security Administration, and the Internal Revenue Service.
The best solution. Mind your own business. Sounds like the worker and employer own a "deal"--not legal, but it's their arrangement. If the worker doesn't close to what's going on, he/she can quit and go work for Mickey Dees or some other national secure. No doubt, Mom and Dad are barely competent to keep their business going and perchance the employee is a youthful kid who can walk to work, formulate a little money and is highly happy near the arrangement. Let sleeping dogs lie. If it ain't broke don't fix it. Don't rock the boat. People who live surrounded by glass houses shouldn't throw stones.

i chose to be a wage earner because i saw my parents and grandparents hold their own businesses and HOW MUCH WORK it was 24/7. My mom is still doing it. Customers are at lowest as tough as employers. Marketing is incessant. People who hold never had businesses don't get. It's much easier to have an employer. IMHO.
