I changed my Preferences so that ebay doesn't do that because most of my buyers pay inside 2 days. It rewards the buyers by reducing the amount of emails they get when they clear right away. For those that don't, I use the Send Invoice option surrounded by the auction if I don't hear from the buyer within 3 days.

First, not sure how he would BIN but next Paypal outside of ebay? You would have to fall the auction and then adopt the payment. Using a credit card or mound transfer via Paypal doesn't business whether he buys on ebay or not...
International buyers: if he is a fradulent customer, then in that could be a chargeback involved in this transaction b/ca international address for US sellers are NOT covered below the seller protection policy through Paypal.
IF the buyer will pay packet you using Bidpay or something like that, later you would be fine to go through next to the transaction.

Paypal is a separate site anyway and they offer the choice of credit card (immediate) transactions or wall drafts (it takes days to own your account verified thru paypal). As long as he have a paypal account and you receive the funds, it's no problem. But i agree - don't ship any merchandise until you own the funding.
I am an ebay seller also. Under no circumstance should you agree to this guy pay outside of Ebay/Paypal! If he wishes to use his credit card instead of his bank sketch all he have to do is set up that credit card through Paypal just as he did beside his bank commentary.
Also, Ebay clearly warns against this conduct b/c it could be a fraud or scam which can cost you dearly.
