Alibre Design offer a good trial program that I've have a lot of nouns with. It took me forever to cram it all but I presently have a product. I'm not sure how much a CAD designer would charge you to convert your 2D hand-drawn work into CAD. Some of the prototyping shops may do it for "free" if you agree to prototype next to them.
Regarding the prototype, it will depend on complexity and size. There are hundreds of prototyping shops found on the internet that will ship you a part from a CAD profile. My quotes were between $100 to $160 but my division was rather simple and only four inches long on it's longest side. Expect to discharge more for bigger parts.
