It's difficult to answer this question. I requirement to know the community that your cafe will be situated in, their emergency for the cyber cafe and is it competitive at that location too.
You need to know what is the prevalent purpose for the people to stop by the cafe and preferably set a theme for your cafe too. You want it to be cosy? Or lately a basic cyber cafe store?
The primary cost for the cyber cafe largely depends on the computers/rental and anything equipments you need for your drinks/food.
Basically, as a customer, I step for a cosy cyber cafe with a "non-lagging" grating (for lan gaming) and reasonable computer system and logically, a nice coffee!
Well.. best if you can get some friend who stop by cyber cafe to help you out. Nothing much we can push for here without most information. The cost also vary with respectively country/town. I believe the cost of setting up the cafe in my country will be pretty different from your's.
