http://www.grants.gov is the portal for governing body grants, but be advise there are not really any grant for starting your own for-profit business.

Since you are selling your T-shirts to wholesalers that are going to resell them to retailers, you do not need to verbs about collecting sale tax on any of your sale since you are reselling your T-shirts. However, if you sell the shirts directly to the ending user, then you are responsible for collecting and remitting sale tax on the sale where you are physically located.
For example, if you are located surrounded by Illinois, you are responsible for collecting Illinois sales import tax. Also, if you go to another state to put up for sale your T-shirts, you are responsible for collecting that state's tax as resourcefully. This includes sales made contained by those states even if they are made via the internet. This also includes sending any third party to solicit sale on your behalf where you are not selling for resale.
