If you are a small business doing research of some humane try the Small Business Innovative Research program. Every agency in the elected representatives that funds research has to set aside a share of its appropriations for the SBIR program. Most agencies also own small business advocates and/or small, disadvantaged business advocate who can show you where to find solicitations and the types of solicitations they release. Some are better than others. State grant are a little harder to locate.
