I don't know of anyone high-handed that would subscribe to it, but indeed you can make money near the website once it's setup and you can sell ad on the site. You can have the users vote weekly on what you should wax subsequent.
Godaddy has hosting for below $4 a month. The domain name would cost you beneath $10. You could generate a decent amount of money if you do it right, you seem to be like you enjoy a good theory what you want, you just have need of some direction in doing it. Like I said past I don't know of anyone that would pay to study it, but it could generate some nice publicity for some of the crazy news sites.
