What can you do to see if your rates reimbursement will be garnish by anyone?

What I mean is isnt here a number you can call to see if you owe any debts that the IRS wil pocket outta your refund. and what kind of things besides child support and back taxes can be taken out

Attorney made error on Chapter 13 payments?
