I think you misunderstand the concept of a rates refund, it isn't money that the governing body pays to you and has nought to do with the deficit or how much money the parliament has or doesn't hold.
Throughout the year, your employer takes money out of your checks to pay envelope the IRS based on your estimated duty. They figure this estimated excise based on your income and the amount of exemptions you claimed on your W-4 form.
The money rewarded to the IRS through your paycheck is based on your estimated tariff, but at the end of the year after everything is finalized, you do a levy return to figure out what your ACTUAL levy is, which is not only base on your income and exemptions but also your deductions, credits and income from other sources than that employer.
If the amount payed through your employer base on your estimated tax is more than your actual excise, you get some of the money wager on. It's money that you ALREADY earned, i.e. coming back to you because you salaried the IRS too much.
Tax refunds do come from somewhere, they come from your paycheck! You've already given the money to the IRS and you'll bring some of it back.
