Nope. It's quite funny, actually. In 1985 when the federal government began requiring SS# for children, seven million children disappeared. They require so people won't defraud the government out of billions every year.
All my children (11 years to 3 years) received SSN's within 3 weeks of birth.

So, unless the child was born the last week of 2007, you should have the number already.

And, yes you need the SSN.
No, they have to have the SS# to match. If this is a newborn, you need to go to the local Social Security place and get the forms completed to get the Social Security number. Not to mention you will need this when they begin school and as they grow there will be times that you will need it.
