Answers: not necessarily, it depends on what you're importing and what you intend on doing with them. example. if you want to import regular stuff for your own use, you don't need to contact customs. if you want to import stuff to sell, then you need to register with customs to get a Traders Unique Reference Number for your shipments so they know you're selling and don't stop your shipment.
also, you need to take into account the charges for importing - import duty + vat. these are percentages applied to the value of the goods. by looking at the classification they fall into for tax purposes you can find the specific duty rate that applies to the parcel.
