Answers: If it's a company "based outside the US" ... as in a company in another country it, of course, would not have to pay IRS taxes in the US.. It could very well have taxes to pay in it's "home" country. It might have "import" taxes and so on payable to the US but not IRS...

That will dictate whether this is US source work or not. Income that is effectively connected to the US is taxable here.

If your repayment doesn't cover the amount you owe they will likely adopt payments after they take your return this year.
The IRS doesn't hold anything to do with state income taxes. You would have need of to contact the states in give somebody the third degree. There is usually a toll-free phone number included in the instruction packet that comes beside the state return.
What it seems you're proverb is that you will get a compensation from state 1 and owe money to state 2. You want to spend the refund from state 1 and manufacture monthly payments to state2? You can do that, if you work out a payment plan near state2.
State 2 will not automatically "take" the refund you would otherwise receive from state 1.

Answers: I THINK this is the way the IRS did it last time: SSN's were divided into 6 to 10 blocks of sequential SSN's. These blocks were then sorted randomly, and the rebates were mailed out in that order.

I will take mine any way I can get it. What a deal, the governemnt takes too much of my income, and give me just a little more back. And gives it to those who dont work at all too. This is truly a wondeful country.
