Answers: £64,000 in any 12 month period.

"then if you reach limit you have the vat and if you don't your rich"

eh?
if vat is charged, whether registered to charge it or not, it legally becomes 'a debt owed to the crown' (HMRC The Vat Guide), so you're not rich, you owe to HMRC whatever you charged as vat.

asides from that, the £64000 in any 12month period answer was right

Took payout from pension/401k when I moved out my commission. 39 yrs weak. Have 1099-R. How do I report this as income?

20% was taken stale the top when I recieved my money. I was told in attendance was an optional 10% that I will pay when I database my taxes. How do I pay this 10%?

Answers: You will settle this penalty unless you reinvested the 401(k) into an IRA inside 60 days of the withdrawal. I'm going to assume that you didn't do that.

You will report the 1099-R on your 1040 contained by the pension splash. It will be considered as ordinary income to you.

You may obligation to fill out form 5329 to divide the 10% penalty. The cost will be added to your total tax liability on page 2 of the 1040. I can't remember the flash number and don't feel close to looking for it.

The 20% withholding will be included in your payments to the IRS. Include that near the tax withheld from your W-2's.

The 20% withholding is at hand to pay the 10% cost and to pay a portion of the taxes that are due when you directory your tax return.
It's on the 1040.

By the path, you did a dumb thing here, dude.
Include it as income on the "Pension" string of the 1040 form, line 16b and the 10% cost goes on queue 60.

Include the withholding on line 64.

Be sure to check if your state taxes this income also.
