Reading legalese, how should I know this?

If a document says
"13 acres assessed at $131,000 w/ improvements assessed at $398,000"

should I grasp that the value of the property is $529,000 (131+398), or that the $398k numeral already includes the assessed land importance of $131k?

The improvements are assessed at $398,000

Total assessment should say $529,000

This is the assessment, not necessarily a selling price
you really necessitate to explain why you're asking because for tax purposes this is substantial. if for some reason you are depreciating this property (a rental house, etc.) after your basis for depreciation is just the buildings, never the land. if you're figure capital gain on selling it it's the entire amount (buildings and land). so no one can really answer a put somebody through the mill with such little information.

How of toll return should I be looking for if I made 21001.70?
