Right immediately my account is beside pioneer collection agency and they say the irs is going to pinch my taxes if I dont make transfer of funds arrangments. I want to know if they are just motto that to scare me, I havent recieved any notice from the IRS stating that they are going to offsett my taxes I did however call the automated system and it say my taxes could be offsett. What does that mean? and what should I do?

Answers: Yes they can filch any refund you are due unless you form those arrangements. The IRS does not notify you they just preserve your refund.
Just for a while background on this program. The Treasury Offset Program (TOP) is a debt collection program administered by Financial Management Services(FMS), a bureau of the U.S. Department of the Treasury.
Your Federal Refund will indeed be credited to your loan debt. The command of offsets is set by ruling. Here is the order:priority for compensation offsets is, as follows: (1) any federal import tax liability; (2) past-due child support; (3) past-due, legally enforceable debt owed to a federal agency; (4) past- due, officially enforceable state income tax debt;
you should folder your taxes and if you are due a refund, be obliged that money will be used to pay some of your debts and you better be paid payment arrangements because they could give somebody a lift you to court and garnish your wages and consequently you'll be forced to live on less until the loans are compensated off
They'll pocket your refund if your loan is surrounded by default. But database anyway, you have nil to lose since if you don't file you not simply don't get your repayment but your loan balance isn't reduced any. If you file, you still won't catch your refund but at most minuscule it would apply to what you owe and reduce that. They'll obtain it eventually - the sooner you pay it bad, the less fees and interest you'll stop up paying.
