Answers: If you receive no other income, then it is not taxable.
However, to receive a $300 rebate, since you received $3,000 in Social Security, you must file a return.
There is a new Form 1040A (see link) to simplify the filing process.

If half of your social security plus your other income is over $25k, then up to half of your social security is taxable and if half of your social security plus your other income is over $32k then up to 85% of it is taxable.

Answers: According to the IRS:
The IRS will post two informational notices to taxpayers advise them of the stimulus payments. However, taxpayers should be alert for tax rebate scam such as telephone call or e-mails claiming to be from the IRS and asking for sensitive financial information. The IRS will not call or e-mail taxpayers roughly these payments nor will it ask for financial information. Scam e-mails and information about scam call should be forwarded to phishing(a)irs.gov.
The IRS has not published the date for these mailings.
IRS website say first payments will be mailed contained by May. I have see postings today on this board showing a schedule for July-Sept - I haven't see what the source is for that.
I haven't seen anything that at hand would be two mailings, one with a confirmation discern, and a second with the checks.
I would guess around April. The IRS website didn't utter but I'm sure they'd give everybody adequate notice.
The IRS is sending out two notice, one to explain the stimulus payment program and the other to notify of allowance amount and when you should receive it.
Also if you had your regular reimbursement direct deposited, you can rest assured the rebate will also be DD.
