If you are qualified for the rebate (assuming it passes Congress), IRS will distribute it to you automatically. You will not have to do anything more to receive it.
By have your 2007 tax return on record, it will be there when the IRS runs a program guestimating your 2008 taxes base on it.

Answers: The proposed tax rebate is independent of how you file your 2007 Federal Income Tax.
If a rebate passes Congress, you will get it automatically, whether you file your 2007 Federal Income Tax by paper or electronically.
It would not matter as it has nothing directly to do with your tax return. However as it is not law yet even that is only a guess.
