Answers: Not only do you have to report the sale, you almost always WANT to report the loss. On your federal taxes, the loss will lower your taxable income. Up to $3,000 of loss will offset other income during that year. The unused loss carries over to the following year.
In rare circumstances, reporting the loss will reduce your refund. However, the loss still must be reported regardless. Sorry.
FYI, those that gave thumbs down to Bostonian are wrong. He is correct is stating that the IRS will get a notification of the proceeds of the sale and will assume a zero basis (and therefore total gain) on the sale unless you record the transaction on Schedule D.
Yes! The IRS only knows about the proceeds from the sale. If you don't list all of the transactions on Schedule D they'll assume that your cost basis was $0 and assess tax on the entire proceeds from the sale.

If anything, you will be penalize if you owed for 2006.. but if you have a settlement for 2006.. the IRS could care smaller amount because basically, they kept your money adjectives year and gained interest past its sell-by date it. NOPE. Your 2007 refund might be delayed because of your slowly filing for 2006. Your 2006 human being a paper return take a little longer to process.
