The first rebate payments could begin going out in May, and most people could have them by July, though the IRS will already be overwhelmed processing 2007 tax returns.
The rebate is not taxable at the federal level, and it's unlikely the states would tax it, though that's not entirely clear at this point.
I think it is suppose to be sent out in June. I don't think the plan will work though unless Americans decide to spend it on America...products and services...
Otherwise the money will end up in China.
It's not a refund or rebate it's a handout cause many that will be receiving this don't even pay taxes.

Sales duty will depend on the State in which the company is base from which you are makiing the purchase. Sales tax within the USA is a state tax and not a Federal charge, and it differs from State to State, but I guess about 7% or so would be roughly speaking the highest. However you will be liable to duty when the merchandise land within the UK and you will probabaly have to discharge this, the duty will be the same surrounded by the UK regardless of the State in the USA it come from.
If you go to Inland Revenue, next Import, Customes Duties website you will be able to find the exact duty.
