Can I claim University condition insurance cost on my taxes?

I'm using Turbo Tax Freedom Edition on my state return and it's asking me if I paid condition insurance. I did pay $650 to the University I go to for Health Insurance for the Fall '07 semester and I didn't enter that information anywhere else on the return. However, the total number of scholarships and grant I received totaled more than the combined cost of tuition, frees and the insurance. Does that matter? Can I still claim the $650 as an "Eligible condition insurance premium"?
