Can your charge discount be considered for child support?

My Ex is suppose to pay a percentage of his income for child support. He told me he is going to claim 0 on his returns contained by order to gain less on his pay packet check and there for wages less contained by child support. He also expects to not pay any support out of his compensation if any. Is the tax return considered income for calculating child support? If so, what can I do?
