Several years ago when the government did a rebate, they sent it out according to the end two digits of your social security number. So during week one, they would dispatch out the rebates to those taxpayers whose ending two digits were 00-09, the subsequent week 10-19...like that. I'm sure they will do matching thing this year too instead of haphazardly sending them out, although those who file tardy would have no information on folder for 2007 so they would get their rebate much later I would have an idea that!
The checks are now supposed to shift out in May. But they didn't influence what part of May.
So don't draw from excited until getting it in June.

The rebate checks will be base upon the IRS' estimate of your 2008 tax liability. How the IRS will come up near those estimates remains to be seen.
There appears to be two built-in protections on this legislation. If you receive a rebate but should not hold, you may keep it; you will not be required to reward it back. And if you should hold received one but don't get it, you'll receive credit for it on your 2008 levy return.
No, it's likely to hold that long anyway to define the exact rules and to do the programming needed to produce the checks.

My parents bought this (in NY state) home in 00 for 48k. They lived here year round until convoy of 06 until they become residents of MO. Theyre selling it to us for 95k (still below value). Answers: Did they live surrounded by the house as a primary residence for 2 of the past 5 years? If they did, after will not have to settle any capital gain tax. There is an profit exclusion amount of $250,000 ($500,000 if married) if they can read out yes to the above question.
From the information you provided it sounds close to they won't have to verbs about it.
As long as they complete the mart to you by March of 2009 they still meet the "2 of 5" rule and can exclude adjectives of the gain ASSUMING that they did not rent out the property since leaving it within 2006.
The basic rule on excluding the gain on public sale of a principal residence from capital gain tax is that you must own owned and lived in the home as your principal residence for 2 of the 5 years right away prior to the sale.
So, if they deal in it to you today, look back 5 years to 2/8/2003. Did they live surrounded by the home for at least 2 years since that date? If they moved within March of 2006 they lived in the home for 3 years and would qualify for the exclusion.
However if they rented the property out since moving out, even to you, they must recapture any depreciation allowed or allowable while it be held as a rental property. That is taxed as a long residence capital gain regardless of the exclusion AND is tax at a higher rate, up to 28%, depending upon their numbers.
