A wrongly issued 1099 by a ex-employer who have closed his organization?

What help can i receive from EDD, IRS or somebody else to have the ex-employer correct his mistake? Currently he still preserve a phone line plain and i left message and not a soul call me vertebrae after a week of waiting.
